The Judges and Clerk’s Office, in conjunction with input from the Advisory Committee on Local Rules, Practice, and Procedures, propose modifications to SC LBR 5005-4 for public comment. The proposed modifications regarding electronic filing by pro se individuals includes a limitation on the use of the Electronic Document Submission System (EDSS) for a period of fourteen (14) days following the petition date.
Comments to the proposed rule can be submitted to scbml_lr_comment@scb.uscourts.gov, or by directly contacting the Advisory Committee members listed below. Any comments should be sent by no later than July 10, 2026, as the Court currently plans for the amended SC LBR 5005-4 to become effective on August 1, 2026. Rules are usually effective on December 1st as part of the local rules review process. Should this proposed rule be finalized earlier, after consideration of any comments and edits received by the deadline set forth above, steps may be taken to make the proposed rule effective at an earlier date.
