Filing Access to CM/ECF

The United States Bankruptcy Court for the District of South Carolina requires all documents be filed electronically in the Court's Case Management and Electronic Case Filing (CM/ECF) system, with certain exceptions. See LBR 2090-1 and 5005-4. For filing privileges, register at pacer.uscourts.gov.   The Clerk’s office provides Participant’s Guides to assist filers in docketing various events in CM/ECF.  The Participant Guides are step-by-step instructions and available here.


Who is Eligible to receive a CM/ECF login?

Attorneys, Trustees, Limited Access Creditors, Filing Agents and Limited Access Transcribers are eligible to become registered CM/ECF Participants within the requirements set forth in the Guidelines for Registering to File with Pacer.

For those who are eligible to become a registered CM/ECF Participant, users must first register for their an Individual PACER Account at pacer.uscourts.gov and request access to file in the District of South Carolina Bankruptcy Court.

 

Attorney Registration options:

Attorney - Full filing access will be granted to attorneys who are admitted to practice in the United States District Court for the District of South Carolina and register as an attorney in PACER.   To check your District Court admission status, click here.

Pro Hac Vice – Attorneys who have been granted pro hac vice admission to practice in the District of South Carolina Bankruptcy Court must include in the PACER registration request the case number(s) they are admitted to practice. 

Federal Attorney – This selection should only be utilized by counsel who are representing a federal government entity that should be exempt from court fees.  

 

Non-Attorney Registration Options:

Creditor/Claimant Limited Access Filer – This filer will select the role as creditor.  This registration has limited access to filing menus, including allowing the filer to request notice, file proof of claims, withdraw claims, object to claims, assign claims, file reaffirmation agreements, and other items.

Filing Agent – A trustee or attorney may create and link several “Filing Agents” to their user account so that when the Filing Agent files on behalf of the trustee/attorney, the docket text displays the trustee’s/attorney’s name as the filer.  When registering for this option, include the name of the attorney you will be a filing agent for.  The attorney/trustee will need to add the new filing agent to their CM/ECF account once approved (under the CM/ECF Utilities menu, select “Maintain My Account” and “More Information”).  Until the filing agent is added to an attorney account, the filing agent will not have filing privileges.   

Party – Registration request for the party role will be denied.
