The National Program for the U.S. Courts has reported that CM/ECF services and PACER are not accessible or are responding very slowly.  They are working to resolve the issue but anticipate that CM/ECF may be unavailable all morning.

For the filing of any time-sensitive documents while CM/ECF is unavailable, please refer to the procedures set forth in SC LBR 5005-4(c).
