The judges and staff of the United States Bankruptcy Court extend congratulations and best wishes to Chief Judge David R. Duncan on the tenth anniversary of his appointment as a United States Bankruptcy Judge.  Judge Duncan was appointed on May 26, 2006 and was named Chief Judge in 2013.  He serves as the resident judge in Columbia while also maintaining a caseload in both Charleston and Spartanburg.  Judge Duncan previously held the position of the Regional Assistant United States Trustee for Region 4 (Maryland, South Carolina, Virginia, West Virginia and the District of Columbia) in the United States Department of Justice and, prior to that time, was in private practice and served as a trustee in cases filed under Chapters 7, 11 and 12.  He has served the bankruptcy community as a member and chairman of both the Bankruptcy Local Rules Advisory Committee and the South Carolina Supreme Court Bankruptcy Specialization Advisory Board.  Judge Duncan is the current bankruptcy judge representative to the 4th Circuit Judicial Conference.
